BOARD OF DIRECTORS MEETING

The regular meeting of the Board of Directors of Juno Isles Civic Association was held on Monday February 3, 2003 at Holy Spirit Lutheran Church on Ellison Wilson Road. President Jim Jackson called the meeting to order at 7:04 p.m.

The minutes for the 11/25/02 meeting and the 1/5/03 meeting were approved as amended.

Treasurer
Current assets are $37,668.39. Accounts Receivables from past due assessments are $2490. Accounts Receivables from the County are $21,337.50.We have 19 homeowners still delinquent 6 are delinquent in excess of a year. A couple of people asked to be re-billed in 2003 which we will accommodate. Glenn suggested we address the individuals who have assessments more than a year over due. We give them one final notice and opportunity to pay. It was suggested that at the March meeting anyone left delinquent we discuss turning these over to the attorney. We have not sent out the assessment notices for this year pending a budget review and approval.

Architecture Committee
Erosion filter tubes are being introduced in the neighborhood on the freshwater lake and may soon be used by some residents. It is considered landscaping by the county. Board feels the tubes do not need JICA approval if they are covered with vegetation after installation.

Community Improvement
Since the last meeting Jim has picked up the landscaping permit for the three islands. The construction permit he has not been picked up. There are two conditions that we would be liable for ongoing maintenance of the hardscape – these needs to be resolved. Jodi expressed concern regarding the county paying on a timely basis. Jim explained that due to the articles of incorporation we have to break the project into three phases. Jim wanted to move on the landscaping project but we would use up our cash cushion available for the islands. There was some discussion about building the islands and not having them landscaped right away. Glenn expressed we must manage the cash flows and keep some in reserve. We need to have the bid package completed and get it out for bids. Several bail out options: 1. Cancel the project 2. Delay streetlights on interior streets 3. Do a special assessment. 4. Go back to the County for assistance with the project.
The $225k includes the Design and Permitting, $21.1K, the lights on Juno Isles Blvd. and Ellison Wilson $16.4K, Front island construction, $22.5K and the balance for the two medians being built and landscaping on Ellison Wilson and the decorative asphalt at each median and the bridge, $165.3K. The roadwork on Juno Isles Blvd was all completed by the County with county funds and has no impact on the $225K reimbursable limit. The swale area and signs will give us some leeway on landscaping costs, if we run low on funds and need to trim back. Jim has requested the county make two amendments to our agreement; to add one year to our due date, to change the deliverables for the median Construction and landscaping on Ellision Wilson Rd into three deliverables. It has to go thru engineering, attorney, etc. When it comes back it will come to the board. It takes the county 2-3 months to process an amendment. This is in motion and they are working on it. That’s where our timing stands.

It is the board’s intention to have three billable points so that each will fall under the $100,000 indebtedness limitation.

Covenants
Kathy handed out an updated covenant list. There were four outstanding items. Some discussion was had regarding what the covenants specify as to “screening” a boat from cover.

Crime Watch
Tom contacted the sheriff’s dept. and faxed over an application to get the extra sheriffs patrols. Currently they can’t find anybody who would be willing to fill these slots. Someone is supposed to be on patrol tomorrow between 6 and 9 in the morning.

Social Events
The Easter Egg Hunt is the next upcoming event.

Website
Peter spoke to the same people again. We could get an unlimited number of mailboxes based on the size of the hard drive. It is more efficient for people to obtain their mail through some external browser. We would have to pay $7.95 per month. There is a $10 one-time domain transfer, which would be linked to both of our addresses:
Juno isles.com and junoisles.org. We could have it up and running in 48 hours. They would help us get the site designed and set up. We could get a 30-day free trial. The total cost for a year would be less than $100. IpowerWeb.com

Motion
Pete made a motion we go forward with the website with a limit of $200
The motion was approved unanimously

Covenant Changes
The attorney’s computer crashed so Jim took her a copy on disk. The covenants will be recorded in a week by February 10th. The by-laws, covenants and articles of incorporation should be copied in a package for all residents. Jodi will use the list of homeowners and break it up between all the board members for delivery.

Newsletter
Jim has three articles to complete - covenants, community improvement, and president’s report. Jim will finish his articles by tomorrow night. Jodi will write an article on the picnic.

Budget
Glenn will put together the 2001 and 2002 budgets and actuals and reformat the 2003 proposed budget. He will e-mail this to everyone. The board will meet next Monday to discuss the 2003 budget and approval. Pam will call the church to confirm the meeting.

Signs
Blas spoke with the company that made the signs. The company Conceptual Design Signs and Graphics has a proposal of removing and fixing the three signs and refurbishing for $1996.00

Motion
A motion was passed to fix the signs for the proposed price

Front Island
After determining the bids were not going to be turned around quickly on the front island, Wayne Hatten removed the dead coconut trees. Jim worked on the island and did some clean-up, sprinkler heads, etc. The timer appears to be broken.

Motion
To spend up to $200 to get the island, timer, bugs, mulch, etc. on the island under control.
The Motion was passed unanimously

This Sunday at 10am for the island clean-up party.
