BOARD OF DIRECTORS MEETING
The regular monthly meeting of the Juno Isles Civic Association Board of Directors was held on Monday, December 1, 2008, at Holy Spirit Church on Ellison Wilson Road.

v Approve Minutes: Louis Vilardo
November 3, 2008 - Wayne Hatten made a motion to approve the minutes. Bob Bittenbinder seconded the motion. All were in favor, and the motion passed unanimously.
November 20, 2008 - Bob Bittenbinder made a motion to approve the minutes. Linda Lindquist seconded the motion. All were in favor, and the motion passed unanimously.
v Thank Departing Board Members for Their Service and Welcome New Board Members and Officers: Louis Vilardo
Louis thanked Dinah Washam and Tom Wajdowicz for their past service and Mary Ann Martin and Susan Czelustra for volunteering to serve as members of the Board.
v Old Business
Wayne Hatten said there was a letter sent to a resident on Ascott approving a variance for the location of an out building, with an exception to the metal roof. The Architectural Committee has not heard from the resident and will contact them.
Louis Vilardo asked where the Stropp fence issue stood. Jim Jackson said the letter for the property change of address had not been forwarded to the attorney. Wayne Hatten and resident Bob Kildea discussed the history of the situation for the benefit of new Board members. Louis said he would follow up.

The responsibilities of each committee were discussed.

Wayne Hatten questioned if Blas Contreras had issued a violation letter to the resident adjacent to him with overgrown hedges. Blas Contreras said it was too close to him and did not know when it became a violation. Jim Jackson identified Covenants Paragraph 9 that addresses foliage encroaching adjacent property. Wayne Hatten suggested an entity outside the Association be hired to drive through the neighborhood twice each month and document violations. Bob Bittenbinder said the committee could do the job. Louis Vilardo asked Blas Contreras to research the options and report at the next meeting.

The need for the following committee to publish the newsletter and maintain the website was identified and established:

Bob Bittenbinder nominated Jim Jackson chair. Linda Lindquist seconded the motion. All were in favor, and the motion passed unanimously. Wayne Hatten requested the Architectural Committee post their meeting minutes on the website. Jim Jackson said Pete Lashenka recently agreed to continue maintaining the website.
v New Business
Banking relationship
Louis
Vilardo explained that Anchor Bank did not process the annual dues invoices and
receipts properly, and the Board is seeking a new bank. Mary Ann Martin said
she met with TD Bank today, and they will submit a proposal within the next two
weeks. Anchor Bank was to report last year’s activity, but Mary Ann has not yet
received it. Susan Czelustra expressed an unpleasant experience with TD. Jim
Jackson suggested Regions Bank.
Prelimary discussion of next year’s budget
Louis Vilardo said landscaping would not be experiencing the special projects that it completed last year, so he expects monthly maintenance to be all that is required. Wayne Hatten said mulch will be needed at a cost of $600 to $800. He also offered to plant impatiens on the island if the Association would buy the plants. Covenants and Crime Watch chairs were asked to make recommendations at the next meeting. Wayne Hatten suggested the Social Committee could reduce budget by having one rather than two annual picnics. Louis Vilardo asked if the Board members thought a tree lighting in place of the second picnic would be a good idea. Response was generally positive.

Communication via email and an online newsletter were discussed. Bob Bittenbinder plans to collect phone numbers and email addresses from residents. The Communication Committee will determine the feasibility of email communications.
Street signs, Juno Isles signs and intersection illumination were discussed. The need for the following committee was identified and established:

v Treasurer’s Report: Mary Ann Martin
Wayne Hatten reported approximately $66,000 in Anchor Bank and that Mary Ann Martin is looking for another bank. Wayne also reported that there were about 18 outstanding 2008 assessments.
v Committee Reports
Jim reported a letter was sent to a resident on Tudor, and no response has been received.
§ Covenants Committee – Blas Contreras
No report.
No report. Jim Jackson said the community position for meeting ‘Crime Watch’ status may be outdated. Bob said the committee will take it into consideration.
Wayne reported meeting with other Board members and neighbors the last two weekends. He plans to mail a postcard to the residents within the next few days with details for the holiday lighting contest.
Louis reported that two of the lights on the island are flooded again and not working. He said he is meeting with the lighting company tomorrow morning.
The next meeting will be January 12, 2009.

Bob Bittenbinder made a motion to adjourn. Wayne Hatten seconded the motion. All were in favor, and the motion passed unanimously. The meeting adjourned at 8:55 p.m.
