The regular monthly meeting of the Juno Isles Civic

Jim Jackson thanked Pete Lashenka for posting minutes to the Association website, Dinah Washam for sending the picnic postcard, and others for putting up the temporary signs in the neighborhood.

Fall Picnic
Dinah Washam
reported that arrangements have been made for food, beverages and games for the
children, including bobbing for apples, water balloons, a bounce house and doughnuts
on a string. Wayne Hatten said he recently discussed the picnic details with Chef
August and gave him a deposit. After Chef August said that two children count
as one adult,

Preparation for Annual
Meeting
Jim Jackson
distributed copies of the Amended and Restated Juno Isles Civic Association
Covenants created by the attorney. Resident Bob Kildea asked if the document he
submitted in August had been forwarded to the attorney. Jim Jackson said the
document had not been forwarded by the previous Board president, and that he
would submit it. Bob Kildea said he thinks the residents need to be shown there
is a need to impose fines, to be sold on the idea. Bob Bittenbinder said that
would be making a predetermined conclusion that the Board is in favor of
implementing fines, and it is their job to inform the people, not lead them. Wayne
Hatten said it is not the Board’s responsibility to pursue homeowners and that Bob
Kildea could place an article in the association newsletter stating the need to
impose fines. Louis Vilardo described the survey document he developed, stating
the facts regarding fines and signs, with choices for and against. Last year’s
annual meeting was discussed.
Jim Jackson noted the following Board members who’s
term is ending, and requested confirmation that they would like to be on the
upcoming ballot to serve for another term:

Jackson called for Board members to volunteer to serve on an Elections Committee.
Bob Bittenbinder, Felice Beyer and Jim Moore volunteered. Jim Jackson called
for non-Board members to serve on the Elections Committee. Bob Kildea
volunteered. Jim Jackson will ask Chris Cox to serve on the Elections Committee.
Dinah left at 7:45.
v Approve Minutes: Jim Jackson
September 15, 2008 - Bob Bittenbinder made a motion to approve the minutes, as amended. Wayne Hatten seconded the motion. All were in favor, and the motion passed unanimously.

v Committee Reports
Jim reported that a meeting will be scheduled to discuss a request from 1627 Bowood for a roofline extension on front of the house.
§ Covenants Committee – Blas Contreras
Blas reported that he contacted the county. John Myer referred him to Margie, the inspector. Blas learned that Juno Isles is included in Zone 1, from Okeechobee north to the county line. Therefore, manpower is not available to pursue Juno Isles concerns. Margie said the violations were not there when she visited the residents. Joanne is the code enforcement officer and can be contacted at 233-5357. Blas recommended the procedures be changed to bypass reporting violations to the county and submit them to the Association attorney.
Political signs on residential property were discussed. Jim Jackson suggested Blas and Bob Bittenbinder submit violation letters to the residents at 1880 Juno Isles Blvd. and 1824 Tudor for sign violations.

Wayne Hatten discussed taking inventory
of holiday lights. He made a motion to spend up to $400 to purchase new
decorations, including a timer with a built-in GFI. Dave Mastran seconded the
motion. All were in favor and the motion passed unanimously.
Louis reported that he purchased 2 flags.
He also reported that signs have been replaced, and the blinking lights on Ellison Wilson have been repaired.
The invoice for landscape services was above the proposal approved by the Board, and Louis will contact the vendor. Blas Contreras suggested the oak trees on Ellison Wilson need to be trimmed.

Bob Bittenbinder made a motion to adjourn. Blas Contreras seconded the motion. All were in favor, and the motion passed unanimously. The meeting adjourned at 8:48 p.m.
