BOARD OF DIRECTORS MEETING

 

The regular monthly meeting of the Juno Isles Civic Association Board of Directors was held on Monday, August 4, 2008, at Holy Spirit Church on Ellison Wilson Road.

 

 

v     Roll Call and Call to Order:

v     Old Business

 

§         Committee Report – Legal Counsel Search

Louis Vilardo made a motion to make a resolution to hire the Dicker, Krivok law firm to do the covenant amendments and to handle any new business. All were in favor, and the motion passed unanimously.

 

§         Concrete street posts
Board members discussed surveying the homeowners to determine if they want to keep the street posts and refurbish them or remove the street posts. Dave Mastran suggested a questionnaire be included in a packet to the homeowners before the annual meeting to also ask if the homeowners would support the implementation of fines for covenant violations. The Board discussed whether to provide a survey or ballot to the homeowners for the two issues. Dave Mastran said, “I believe some Board members do not wish to be bound by the Association”. Louis Vilardo offered to draft a survey to the homeowners regarding signs and fines.

 

§         Implementation of fines

Homeowner Bob Kildea submitted a resolution to the Covenants Paragraph XV that allows the Board to implement fines. He strongly requested the update be included on the ballot at the annual homeowners’ meeting. Jim Jackson suggested the Board provide the following Covenant changes to the Dicker, Krivok law firm for review:
1) implementation of fines
2) typographical errors

3) clarification of roof specifications on detached buildings

4) definition of small business

 

Bob Kildea inquired the status of the Stropp fence issue. Kathy Greene said there has been no response from the attorney.

§         Juno Isles Blvd. road resurfacing

Board members discussed the poor condition of Juno Isles Boulevard. Linda Lindquist made a motion for Kathy Greene, President, to contact the county commissioner and request that it be resurfaced. Louis Vilardo seconded the motion. All were in favor, and the motion passed unanimously.

 

§         Ellison Wilson tree trimming

Kathy Greene asked the Board if a letter should be sent to a homeowner on Ellison Wilson advising them of the possibility of incurring a fine for cutting down a tree, suggesting the homeowner let the tree grow back or plant smaller trees nearby. After discussion, the Board wanted to find out from Palm Beach County what Juno Isles’ responsibility is for the trees.

 

§         Foreclosure/abandoned home maintenance

Blas Contreras said the Association should hire a service to maintain the property, and put a lien on the property for the cost of maintenance. It was discussed to contact the County for code enforcement. Blas Contreras distributed a list of violations to Board members. Jim Jackson suggested the addresses of corrected violations be removed from the list. The list could then be submitted to the County for enforcement. Blas Contreras said he would create a list to include only homeowners that have received notices. The county will be advised of homeowners in violation of County Code. The Dicker, Krivok law firm will be advised of homeowners violating Juno Isles Covenants. Properties with multiple violations will require notification to both the county and the attorney. Homeowners incurring the first violation will receive a notice.

 

§         Covenant amendments

Roofs on detached buildings were discussed. No changes to the covenants were recommended.

 

 

v     Secretary’s Report – Bob Bittenbinder

In Bob’s absence, Kathy Greene said Ed Dicker needs an original copy of the Covenants. Jim Jackson said he will look for one.

 

 

v     Treasurer’s Report – Wayne Hatten

In Wayne’s absence, Kathy Greene said Wayne emailed a report to all Board members earlier today. She also reported that the bank has disbursed late notices to homeowners that have not paid their annual dues.

 

 

v     Committee Reports

 

  • Architectural Committee – Jim Jackson

Jim reported that there have been no applications for improvements. He also reported that two architectural violation letters will be sent to homeowners.

 

§         Covenants Committee – Blas Contreras

Reported under New Business shown above.

 

  • Crime Watch – Tom Wajdowicz

Tom reported the Sherriff’s Report May 9 – June 27 included:
   domestic for fire works

   2 alarms

   obscene, harassing phone call

   burglary on Ardley Road
   civil matter

   10 traffic stops with 2 citations and 8 warnings

 

  • Social Committee – Dinah Washam

In Dinah’s absence, Kathy Greene said that the date for the picnic had been set to October 11.

 

Jim Jackson thanked Dinah Washam, Tom Wajdowicz and Kathy Greene for articles he received from them. Linda Lindquist and Louis Vilardo said they will submit articles.

 

  • Landscape Committee - Louis Vilardo

Louis reported that the malfunctions in the blinking lights on Ellison Wilson were reported to the County. They said they would get to it, but did not indicate when.

Louis also reported on the results of his contacts with several sign companies for estimates to repair the Juno Isles signs and posts. Sign-A-Rama estimated $3386.70 to repair the signs and replace the posts. Louis made a motion to engage Sign-A-Rama to do the work. Jim Jackson seconded the motion. All were in favor, and the motion passed unanimously.

Blas Contreras made a motion to adjourn. Felise Beyer seconded the motion. All were in favor, and the motion passed unanimously. The meeting adjourned at 8:55 p.m.
