BOARD OF DIRECTORS MEETING

 

The regular monthly meeting of the Juno Isles Civic Association Board of Directors was held on Monday, April 7, 2008, at Holy Spirit Church on Ellison Wilson Road.

 

 

v     Roll Call and Call to Order:

Kathy Greene called the meeting to order at 7:00 p.m.  The following Board members were present:

v     Approve Minutes:   Kathy Greene

 

March 3, 2008 Regular meeting – Dave Mastran made a motion to approve the minutes, as amended. Dinah Washam seconded the motion. Felice Beyer, Blas Contreras, Kathy Greene, Dave Mastran, Jim Moore, Dinah Washam and Tom Wajdowicz were in favor and the motion passed unanimously. Jim Jackson and Wayne Hatten abstained.

 

 

v     New Business

 

  • Board Vacancy/Candidates – Bob Bittenbinder

  • Concrete Street Posts – Kathy Greene

Kathy Greene surveyed that there were 27 posts. She said Louis Vilardo had a quote of $200 per post to repair and refurbish the posts. Wayne Hatten mentioned that supplies could be provided at a minimal cost to the Association, and Boy Scouts could earn badges by painting all the posts. Kathy Greene postponed discussion until Louis Vilardo, Landscape Committee Chair, was present.

 

·         Yard Sale Results – Dave Mastran

Dave reported a successful event with almost 40 participants.

 

 

Louis Vilardo arrived at 7:19.

 

  • Pending Legal Issues

Kathy Greene said she contacted the Association attorney regarding the pending fence issue and has not received a response. Dave Mastran said that it was unacceptable for the situation to continue without being addressed. Kathy Greene said she and Louis Vilardo have investigated and contacted other legal firms. Louis Vilardo plans to invite them to address the Board, stating the services they offer. Kathy Greene has asked a legal firm for a proposal. Dave Mastran asked Wayne Hatten, the Association Treasurer, for an itemized list of the attorney’s fees-to-date for the Stropp Fence issue. Wayne Hatten agreed to construct it.

 

Long-standing Board members discussed the history of the project and enforcement of the Covenants with new Board members, bringing them up-to-date.  Blas Contreras reported the status of current Covenant violations. Wayne Hatten made a motion for the Board to meet on the third Monday of each month, pending the availability of facilities, for a systematic review of the Covenants. Jim Jackson seconded the motion. All were in favor, and the motion passed unanimously. Kathy Greene suggested a comparison of the Juno Isles Covenants with Palm Beach County Ordinances, identifying duplication.

 

 

v     New Business

 

  • Appoint Architectural Committee Member

Wayne Hatten resigned from the committee. Wayne described the duties of the committee chair. Jim Jackson made a motion to appoint Felice Beyer and Jim Moore to the committee. Louis Vilardo seconded the motion. All were in favor and the motion passed unanimously. Blas Contreras and Louis Vilardo are alternates. Jim Jackson was appointed committee chair.

 

  • April Newsletter – Jim Jackson

Jim requested the Board members submit articles for the newsletter by April 14. Wayne  Hatten said he would submit a copy of the 2007 actual and 2008 budget, stating that it should be mailed by April 30 to be in compliance with state law.

 

Mailing a postcard to the homeowners for the upcoming picnic was discussed. Wayne Hatten said he would like for all members of the Social Committee to be listed on the postcard. He added that the postcard should also state that children must be accompanied by parents.

 

Kathy Greene presented the Great Parrot Award to Dave Matran for diligently putting the signs out for each month’s Board meeting, and for organizing a successful yard sale.

 

 

v     Secretary’s Report – Bob Bittenbinder

No report.

 

 

v     Treasurer’s Report – Wayne Hatten
Wayne reported that the last bank statement reflected a balance of $62,504.74 and $146.62 interest was earned last month.

 

Wayne received an estoppel request for 12787 Longford.

 

Wayne reported 30 homeowners with outstanding assessments. Six homeowners did not pay 2006 assessments, one homeowner did not pay 2005 and 2006, one homeowner did not pay 2006 and 2007, other homeowners did not pay 2007 assessments. Wayne made a motion to submit to the attorney a list of homeowners with outstanding assessments. Wayne said he expected, as in the past, the attorney to send a collection letter to each homeowner including an additional $100 fee. Blas Contreras seconded the motion. All were in favor and the motion passed unanimously.

 

Wayne is working with the accountant on the 2007 financial report.

 

 

v     Committee Reports

 

  • Architectural Committee – Wayne Hatten

No report.

 

·         Covenants Committee – Blas Contreras
Procedural Manual/Committee Rules

Blas distributed copies of the Administrative Handling of Covenant Violations by the JICA Board.  He said two letters have been sent to homeowners who are in violation of the Covenants. Photos will be taken of the violations, and the violations will be brought before the Board for submission to the County for enforcement.

 

  • Crime Watch – Tom Wajdowicz

Tom reported that the Sheriff’s officers last patrolled Ellison Wilson on Monday, March 17th. They issued 7 citations. Wayne Hatten said he has seen officers patrolling at least 3 times each week during the past month.

 

  • Social Committee – Dinah Washam

Picnic Update

Wayne Hatten presented information regarding the vendor, the menu, the cost, adult beverages, children’s entertainment, and the location for the picnic to be held on May 3rd.  Wayne Hatten said he would issue wrist bands to guests. Wayne Hatten added that the newsletter should state that if there are full trays of food left, it could be donated to a homeless shelter. Dinah said a postcard would be mailed 2 weeks before the event.

 

  • Landscape Committee - Louis Vilardo

Louis reported the new lawn care service is doing a fine job.

 

He also reported the sign refurbishment project is waiting until Florida Power and Light completes their work on one of the signs.

 

Juno Isles Blvd. Island Electrical Upgrade

Louis received a quote of $1700 to add another circuit and 1500 feet of electrical wire to the island. The project is on hold until procedures for holiday lighting are finalized.

 

 

v     Adjournment

 

Wayne Hatten made a motion to adjourn. Blas Contreras seconded the motion. All were in favor, and the motion passed unanimously. The meeting adjourned at 8:55 p.m.
