BOARD OF DIRECTORS BUDGET MEETING

Kathy Greene called the meeting to order at 7:05 p.m. The following Board members were present:

v Old Business: Louis Vilardo
Lou presented the estimated cost to replace all lamps in well lights, disassemble, reseal and reassemble all 8 lights on the Juno Isles/U.S. 1 island is $876. The vendor will only warrant the sockets and the bulbs. Wayne Hatten made a motion to approve the expenditure. Dave Mastran seconded the motion. It was unanimously approved to repair the lights on the island.
Lou said a new flag could be purchased for $32 for a 4 x 6 or $50 for a 5 x 8, depending on the height of the pole. Wayne Hatten made a motion to approve the purchase of a 4 x 6 flag. Jim Moore seconded the motion. It was unanimously approved to purchase a 4 x 6 flag.

Wayne Hatten distributed a Pending and Proposed 2008 Budget, including 2007 Budget vs. Actuals to all Board members.
v 2008 Budget Proposal
Wayne Hatten suggested the purchase of a 6-month CD to increase interest earned. The cash balance is $67,774.35 as of 1/22/08. Rates are dropping, so interest income will go down.
Tom Wajdowicz said the cost for Sheriff’s office speed enforcement has increased to $165 for a 3 hour minimum, so the annual expense for one visit per month is $1980. The Board discussed including crime watch, increasing the expenditure to $4000 for a couple of visits per month. The value of maintaining the agreement with the Sheriff’s office was discussed. Bob Bittenbinder and Kathy Greene have talked with the Sheriff’s office about improving service. The Sheriff’s office responded that they deliver service where the need is the greatest and Juno Isles Civic Association has not requested additional service.
Jim Jackson arrived at 7:15.
Wayne Hatten, Treasurer, said the
funds budgeted for Meeting Hall Donations in 2007 were not distributed, so 2008
budget was increased from $500 to $1000. $600 will be disbursed to the Holy Spirit Church
and $400 to
Rhonda Thomas agreed to continue Board secretarial services at the current rate and committee secretarial services at a rate of $40 per hour. All secretarial services are by the hour, not contracted.
Discussions of Legal Services led to Wayne Hatten’s recommendation for the Board to hold a special meeting to advise homeowners of the general fund balance and encourage them to allocate monies to reserves.
Louis Vilardo said the vendor quoted all 3 signs could be refurbished for no more than $4000 altogether.

The Juno Isles Civic Association 40th Anniversary celebration options and expenses were discussed.
Proposed budget totaled $45,743. Bob Bittenbinder suggested the phone service be added for $225, revising the budget to $45,968.
Dave Mastran left at 8:57.
Tom Wajdowicz made a motion to adopt the proposed 2008 budget. Blas Contreras seconded the motion. Wayne Hatten, Blas Contreras, Louis Vilardo, Tom Wajdowicz, Dinah Washam, Jim Jackson and Jim Moore were in favor. Bob Bittenbinder and Kathy Greene were opposed. The motion passed.
Wayne Hatten made a motion to set the 2008 homeowner assessment at $100. Bob Bittenbinder seconded the motion. Wayne Hatten, Blas Contreras, Louis Vilardo, Bob Bittenbinder, Dinah Washam, Jim Jackson and Jim Moore were in favor. Tom Wajdowicz and Kathy Greene were opposed. The motion passed.
Wayne Hatten made a motion to reimburse homeowners $20 from the two special assessments for the community lighting project. Bob Bittenbinder seconded the motion. Bob Bittenbinder, Wayne Hatten and Kathy Greene were in favor. Louis Vilardo abstained. Tom Wajdowicz, Dinah Washam , Jim Jackson, Jim Moore and Blas Contreras were opposed. The motion did not pass.

Wayne Hatten made a motion to adjourn. Bob Bittenbinder seconded the motion. All were in favor and the motion passed unanimously. The meeting adjourned at 9:05 p.m.
