BOARD OF DIRECTORS MEETING

 

The regular monthly meeting of the Juno Isles Civic Association Board of Directors was held on Monday, January 7, 2008, at Holy Spirit Church on Ellison Wilson Road.

 

v     Roll Call and Call to Order:

v     Approve Minutes:   Kathy Greene

 

December 3, 2007 Regular meeting – Louis Vilardo made a motion to approve the minutes, as amended. Bob Bittenbinder seconded the motion. All were in favor and the motion passed unanimously.

 

 

v     Old Business

 

  • Newsletter/Articles & Reports Due

Jim Jackson spoke to each Committee Chair about submitting an article for the upcoming newsletter. The annual yard sale will be March 15.

 

Wayne Hatten arrived at 7:15.

 

  • Concrete Sign Posts/County Requirements

Louis Vilardo spoke with Ken Rogers with Palm Beach County. Ken said to replace the wood posts with concrete posts would require permitting. Since Florida Power and Light is responsible for repairing/replacing one of the signs, it was decided to wait until it is determined whether Juno Isles is repairing/replacing two or three signs.

 

  • Concrete Street Posts/Design Recommendations

Tom Sedito had nothing to report. It will be discussed at the next Board meeting.

 

 

  • Pending Legal Issues

Kathy Greene would like to contact the Association attorney regarding the pending fence issue. Resident Bob Kildea distributed a historic timeline to the Board to bring new Board members up to date on the Stropp fence issue. Bob questioned if the attorney discussed entering the property to correct the problem. Jim Jackson said he had talked with the attorney and there were strong recommendations against the Board doing that. Bob suggested the situation could be exposed in the newsletter. Kathy said she would address the issues with the attorney and the discussion was ended.

 

 

v     New Business

 

Kathy Greene confirmed with all Board members that they had received the Action Items list that was distributed via email prior to the meeting.

 

  • Association Goals for 2008

Kathy Greene expressed the importance of keeping the community informed. Wayne Hatten suggested the Association rent a flashing sign suggesting homeowners visit the website and be informed. Other Board members said residents do not read newsletters and do not care. A summarized version of The Covenants was suggested. Dave Mastran said he had a paragraph that had been in the newsletter. Kathy Greene said there should be a manual adopted by the Board describing the Board and Committee responsibilities. Tom Sedito suggested the Board do something to help residents realize they live in a caring community. Louis Vilardo said there may not be community involvement because the Board may be viewed as being powerless. Wayne Hatten explained the Association Attorney’s suggestion a year ago that the Board send a letter to the residents notifying them that the Covenants were going to be enforced.

 

Jim Jackson suggested an open subject workshop could be held to give the Board direction and gather ideas from the residents for the upcoming anniversary celebration, community improvements, etc. Wayne Hatten suggested baby sitting services would help increase workshop participation for parents. Kathy Greene said ideas could be gathered through the newsletter.

 

  • Website E-Mail Problems

Email links on the website are not functioning properly.

Pete Lashenka is working to correct the problem.

 

  • Homeowner Contact List

Kathy Greene expressed the need to gather homeowner phone numbers so that they may be contacted should a community emergency occur. The list would need to be confidential. Bob Bittenbinder will add an article in the newsletter requesting a home phone number and a cel phone number.

 

Louis Vilardo said Juno Beach lines are going to be buried and inquired if there was an interest in finding out the requirements and costs to bury the lines in Juno Isles. The estimated cost was $5000 per home.

 

Wayne Hatten made a motion to give Rhonda Thomas authorization to spend up to $125 for a digital audio recorder. Bob Bittenbinder seconded the motion. All were in favor and the motion passed unanimously.

 

  • Secretary

Kathy Greene distributed Qualifications for Secretarial Services offered by Kathy Casalaspro. Bob Bittenbinder suggested stay-at-home moms could do a good job for a low fee. Bob offered to inquire at high schools where he works if a qualified student would be interested in providing occasional secretarial services.

 

Tom Wajdowicz offered the contact for the Palm Beach Shores newsletter printer. Wayne Hatten made a motion to give Jim Jackson authorization to spend up to $800 for formatting and printing the newsletter, providing the same vendor be used more than once. Jim Jackson seconded the motion. Kathy Greene said it had cost around $500 for printing in the past. All were in favor and the motion was unanimously approved.

 

 

v     Secretary’s Report – Bob Bittenbinder

 

A Vonage modem can be attached to any computer for $28.00 per month, providing a phone number for the Juno Isles Civic Association. Messages are received in both voice and email or printed format.

 

Bob asked the county on December 15 for tax detail on percentages of police and fire allocations and has not yet received it.

 

 

v     Treasurer’s Report – Wayne Hatten

 

Wayne reported a balance of $69,736.91 as of December 31, 2007 in Anchor Commercial Bank. Interest earned was $202.18.

 

Ten responses have been received from delinquent notices sent out.

 

Kathy Greene requested a list of delinquent notices.

 

Wayne Hatten called a Budget and Assessment meeting on January 24, 2008 at 7:00 p.m.

 

 

v     Committee Reports

 

  • Architectural Committee – Wayne Hatten

 

Wayne reported the Committee approved a fence at 1720 Ardley Road and a pool at 2107 Radnor Road. Wayne spoke with Robert Hine, a resident on Bowood, who would like to put an addition on the back of his house and a pool, but has not submitted an application and adequate plans. Bob told Wayne that if the Association required a second set of plans they would have to pay for them. Wayne told Bob the Association did not pay for plans.

 

 

Wayne Hatten left at 8:40.

 

 

 

  • Covenants Committee – Blas Contreras

 

Kathy Greene reported in Blas’s absence. Blas would like to send notice to the county listing the properties that have received a second violation letter. The Board determined that further clarification of the list was required before submitting the list to the County.

 

  • Crime Watch – Tom Wajdowicz

 

Tom reported that he has not received the November report from the Sheriff’s office.

 

  • Social Committee – Dinah Washam

 

Dinah reported that gift certificates were distributed for the holiday lights contest, with difficulty determining the 3rd place winner because there were so many homes decorated.

 

Juno Isles Civic Association 40th Anniversary (May, 1968 – 2008)

Kathy Greene said Ellen Smith discovered that on Palm Beach Shores there is a new community center that can be rented for approximately $400. Ruby is the stone for the 40th anniversary. Kathy contacted a caterer for ideas, such as a lobster bake. Jim Jackson said there were only around two dozen parking spaces at the Palm Beach Shores community center. Jim Jackson suggested the Jupiter Civic Center at Carlin Park. Dinah Washam said she knew of an inexpensive band. Kathy Greene suggested the Moose Lodge on RCA. All were in favor of a different menu than those in the past and a theme. May 17 would be an ideal date. Kathy Greene suggested Dinah Washam create a list of some options and email it to the Board. Louis Vilardo offered to contact the Palm Beach Shores Resort for information. Dinah Washam said there should be invitations sent with an RSVP to acquire an expected attendance count. Jim Moore suggested Gumbo Limbo across the street from Carlin Park.

 

  • Landscape Committee - Louis Vilardo

Juno Isles Blvd. Island Lights & Sign Repair

 

Louis reported the lights are outside their 3-year warranty. Gator Electric has not responded. Superior Electric gave a $860 verbal estimate to repair all the lights to working order.

Bob Bittenbinder made a motion to adjourn.  Louis Vilardo seconded the motion.  All were in favor and the motion passed unanimously. The meeting adjourned at 9:05 p.m.
