v Approve Minutes: Kathy Greene
April 7, 2008 Regular meeting – Louis Vilardo made a motion to approve the minutes, as amended. Blas Contreras seconded the motion. All were in favor and the motion passed unanimously.
v New Business
Presentation by Palm Beach County Sheriff’s Dept.
Bob Bittenbinder has an appointment to meet with Lt. Dave Kronsperger on Thursday to discuss Juno Isles’ needs. Bob suggested the Board develop a list of questions to be discussed with the officer. He plans to ask what services, protection, neighborhood watch, etc. Juno Isles is entitled to as an unincorporated entity. The officer will then do a presentation to the Board next month. Bob will compile the questions and email them to the Board by Wednesday. Jim Moore expressed a concern for the increasing number of speeding motorists on Ardley. Blas Contreras suggested speed humps, like those on Juno Isles Blvd., for speed control. Kathy Greene said to ask the Sheriff’s Dept. for their suggestion. Blas Contreras said it should be part of the Sheriff’s Dept. responsibility to control speeders on Ellison Wilson.
v Old Business
Bob contacted the people that followed in the next three positions during the annual elections, and they were no longer interested in joining the Board. Wayne Hatten suggested a large ad be placed in the next newsletter. Board members will also speak with their neighbors about the vacancy.
Bob spoke with two people that are willing to perform duties, such as form letters and the newsletter, for compensation up to $10 per hour.
Bob will establish a phone number to initiate the Vonage system.
§ Kathy Greene discussed responses to questions posed to the attorney.
1. Does the Association risk losing its ‘not for profit’ status based on the high amount of interest it is earning? No
2. How should the Special Assessment Funds be handled that were collected from residents but not expended? Chapter 720 of the Florida Statues which governs homeowners associations is silent regarding the use of the surplus after the purpose for which the Special Assessment was levied has been accomplished.
Louis Vilardo questioned if it was a good time to change the Association attorney while the Board is in the midst of reviewing/revising the Covenants. Jim Jackson expressed a desire to move forward. Several Board members agreed that when the Association attorney repeatedly does not return calls from the Association, it’s time to acquire the services of another attorney. Louis Vilardo suggested the Board define their expectations of a new attorney. Kathy Greene said the Association could contract with a new firm to be involved only in the review of the Covenants. Wayne Hatten asked if upon the revision of the Covenants, the Board plans to aggressively enforce them through the legal system. Kathy Greene responded that the Board must enforce them. Jim Jackson added that the Board should consistently enforce the Covenants.

Kathy Greene researched county records, finding four properties that had
changed owners, ten that were sent to incorrect addresses and others that she
did not have enough information to get in touch with them.

Blas distributed copies of the monthly violations for April. One violation was resolved. Blas received several responses to the violation letters. Blas asked Bob Bittenbinder, Association Secretary, to take the violation list and verify it, including photos.
Tom reported that the Sheriff’s Office no longer provides a report of Juno Isles activity to the Association. Several Board members reported having seen Sheriff’s officers patrolling the Juno Isles area.
Picnic Results
Board members congratulated the committee on a successful picnic. Wayne Hatten reported there were 122 adults and 46 children. He said Chef August would like to provide services again in the fall, adding fish, green salad and macaroni and cheese. Wayne Hatten reported that distributing the bracelets reflected several homeowners that requested more than 7 bracelets. The food cost was $24 per person. Beer and wine costs were under $200. Kathy Greene suggested the committee meet with Chef August and estimate the next event more closely.
Dinah Washam questioned if the Board wanted to continue putting the holiday lights on the island or have them done professionally. Wayne Hatten volunteered to lead decorating the island. Dave Mastran said he thought the lights should be done professionally. Jim Jackson suggested Dinah Washam distribute copies of the quote for professional holiday lighting to the Board, and add the topic to the agenda for the next Board meeting.
Kathy Greene presented the Great Parrot Award to three members of the Social Committee.
